Since the beginning of the year [2013], several European countries have been participating in the process of elaboration of a European citizens ' initiative (ECI). The objective of the initiative is to work within the European framework to obligate States to implement measures in line with resolution 1815 of the Parliamentary Assembly of the Council of Europe, adopted in May 2011: "The potential dangers of electromagnetic fields and their effect on the environment".

A meeting on the European Citizens' Initiative "Electromagnetic Radiation" was held in Madrid, Spain, on 29 June 2013 attended by delegates from Sweden, Spain and France. Others, from Portugal, Belgium and Italy, declared their solidarity through videos and texts. Six representatives from six countries of the European Union were thus present to relay a message aimed at protecting citizens from harm caused by electromagnetic radiation. In order for the European Citizens’ Initiative (ECI) to be activated, seven citizens from seven different member countries must meet and collect one million signatures in twelve months. The European Commission would then be obliged to place the subject raised by citizens on its agenda.  It is foreseen that collection of signatures would begin in January 2014 and the European Citizens' Initiative on Electromagnetic Radiation would be presented to the European Commission in April 2015.

Delegates at the meeting in Madrid approved the European Manifesto in Support of the ECI.
