Can the Federal Council confirm that it has verified the independence of the members of the working group, initiated by Federal Councilor D. Leuthard on behalf of the FOEN [Federal Office of the Environment], with regard to private, commercial or industrial interests, or even with regard to any positions adopted prior to the present work?
The debates on 5G are heated. Whether or not they are objective, it has to be said that people's concerns are increasing and that answers must be given as quickly as possible. The arguments are very variable and there is a lot of confusion, especially about technologies, because the players often publish different figures and technical references. Some fear for their health, others criticize the evolution of our society,... in short, both of them, for very different reasons, use this subject. In any case, it cannot be denied that there are intolerances to non-ionizing waves, whether they are 4G or 5G and that it is not certain that the arrival of 5G will change anything at all to this state of affairs that it is high time to take into account.
Under these conditions, the results of the designated working group are expected and will be a particularly important governmental reference. That is why it is just as important for the Federal Council to verify that the experts in this group are in accordance with their competence, of course, but also - and perhaps above all - with regard to their independence from operators, from the telecommunications industry, and also with regard to previous opinions that one or other of these experts has expressed categorically on the same subject, in Switzerland or abroad. Indeed, if there is one area that is evolving rapidly, it is this one.
