Switzerland: Open Letter to the Federal Council and TTC Members on Raising of Limit Values for Mobile Telephony Antennas and 5G

The Commission for Transport and Telecommunications (TTC) of the National Council has taken the upcoming detailed consultation on the revision of the Telecommunications Act as an opportunity to start a large-scale assault again on the existing radiation protection limits for mobile stations. Over the last 16 months, this has already failed twice with the "NO" of the Council of States. The Commission has held consultations with business associations, such as ASUT [Swiss Telecommunications Association], the leading association of the Swiss telecommunications industry, and now wants to write a letter to the Federal Council to receive detailed advice on the new FM law in July.

Contrary to all democratic practices, the Commission did not consider it necessary to hear organizations interested in electrosmog. Gigaherz also wrote a letter to the Federal Council, [extracts of which] can be read below.

Dear Mister Commission President,
Ladies and Gentlemen, National Councillors and State Councillors

We would like to express our great astonishment that, as mentioned above, several trade associations as well as ASUT are heard as the leading association of the Swiss telecommunications industry, without the opinion of our association, by far the largest organization of electrosmog sufferers. This is no longer a democratic decision-making process. Economic dictatorship prevails and this does not go down well with more than half of the population. (See chap.6)

Therefore, we would like to present to you in writing the main arguments against any relaxation of the non-ionizing radiation limits and of the building permit procedure for cellular antennas in 7 chapters.

1) 36 times stronger stations thanks to 24-hour averages 

These were the demands made by the mobile industry in the Motion of the Council on 5 March this year. With 22 to 21 votes, motion no. 10.3006 on a relaxation of the system limit of 5 to 15 V/m was buried, which would have allowed 9 times stronger stations.

Now the limit value for installations is no longer required to measure the short-term peak load, but instead, the 24-hour average. In the worst case, this would increase the peak in places of sensitive use by 6 times, that is, from 5 to 30 V/m. This would allow mobile operators to install up to 36 times more transmitting power...

2) Malicious Deception of the Population

We consider as a premeditated and malicious deception of the population, all other statements, such as the assertion circulated in the daily press, that short-term peaking in places of sensitive use would not even be doubled by the new method of calculation.

Just imagine 30 V/m in our sleeping and living rooms. Or even in school and hospital rooms! You will not find this madness anywhere in the world! This madness, however, matches very well with the official goals of ASUT which is known to be the leading association of the Swiss telecommunications industry. According to its homepage, the association is committed to upgrading the country with the world's best communication network through allegedly fair, free and dynamic competition. 

The world's best communication network, however, needs the world's largest station density with the world's strongest stations.

3) Mobile telephony and cancer

3.1) History
In 2010, that is, 20 years after the introduction of mobile telephony in Switzerland, the number of new cases of cancer annually is 10'000 or 35% higher than in 1990. In the same period, the number of mobile base stations (antenna sites) has increased. from zero to 16,800. An end to the rapid increase is not foreseeable, since the mobile network is to be expanded even faster than before.

According to the experience of this type of radiation in the 5 main transmitter directions of the former shortwave transmitter Schwarzenburg BE of Swiss Radio International, this frightening number was to be expected. At that time, the number of cancer patients in these regions, in which the E-field strengths were consistently between 0.4 and 4 V/m, was 3 times higher than in the rest of Switzerland. What was then considered a "stupid" coincidence has now been confirmed.

3.2) The WHO Cancer Agency
At its International Conference in Lyon, on 31 May 2011, the WHO Cancer Agency, IARC, almost unanimously classified mobile phone radiation and other mobile  applications as Level 2B on the basis of existing knowledge. That means previously harmless and now possibly carcinogenic.

Previously, various scientists whose ties to the telecommunications industry is known had been deprived of voting rights. Among them, a scientist and former member of the German Radiation Protection Commission, engaged in malicious Internet bullying against electrosensitive persons, their protection organizations and against mobile-critical researchers. The pesticide DDT, which has been banned in Switzerland for years, is also in the 2B category. 

Even low-frequency magnetic fields, emanating from high voltage power lines and transformer stations have been in the 2B category for 10 years. The increased occurrence of childhood leukemia along high-voltage lines is well known.

3.3) Cancer and transmitter density
The connection between cancer and mobile transmitter density has never been so clearly demonstrated as in the Brazilian study by Dr. med. Adilza Condessa Dode...

In the city of Belo Horizonte (2.4 million inhabitants), a total of 856 cell phone antennas (base stations) were built in the 9 districts from 1996 to 2006, 40% alone in the Centro Sul district. The lowest antenna density - 5% - is in the Barreiro district. In the Centro Sul, the number of cancer deaths in this period was 5.83 per 1000 (living) inhabitants and in the district of Barreiro 2.05 per 1000 inhabitants. 

Conclusion: An 8 times higher transmitter density gives 2.8 times more cancer deaths.
These figures are taken from the abstract of this scientific study by Dr. Ing. Adilza Dode and employees at public and private Brazilian universities. 

The study was accepted on 25 May 2011 by the scientific journal "Science of the Total Environment" and released for publication.

3.4 Hundreds of New Research Results Demand Stricter Limits 
The EUROPAEM EMF Guideline, published in November 2016, provides for mobile phone antennas at sensitive locations at 0.2 V/m per day and 0.06 V/m at night. The EUROPAEM EMF Directive is based on more than 300 new scientific studies. These values ​​are offset by the completely obsolete and worthless Swiss limit values of today which are still 5 V/m. The existence of these hundreds of concrete research results, which prove long-term damage to health, once again seriously violates the precautionary principle according to Art. 1 para. 2 of the Swiss Environmental Protection Act (USG).

4) The allegedly 10 times stricter Swiss limits - A huge scam! 

Since Swiss environmental law recognizes the obligation to provide precautionary measures, but only insofar as this precaution is technically feasible and economically viable.  The Federal Council set the limit value for places with sensitive use in December 1999 with the Ordinance on Protection against Non-Ionizing Radiation (ORNI) of December 1999 approximately 10 times lower (stricter) for so-called places with sensitive use (OMEN) than the European emission limit. However, only bedrooms, nursery rooms, living rooms, hospital rooms and office workstations, as well as other indoor workstations, if occupied for at least 2.5 days per week or 2.2 hours per day, are considered to be OMENs.

Since it soon turned out that the alleged precautionary values had little to do with precautionary measures, it was renamed the limit value. Not least because it only applies to the value radiated separately by each installation and not to the total of the radiation values ​​produced at one point by several systems simultaneously. 

And highly explosive: This limit value, formerly known as precautionary value, is automatically reduced to 10% of all these OMENs for purely physical-technical reasons compared with the emission limit value, without the mobile network operators having to move a finger. 

The physical reasons for the automatic decline of radiation are:
a) the distance from the antenna to OMEN
b) the deviation of the transmission direction to the OMEN horizontal
c) the deviation of the transmission direction to the OMEN vertically
d) in the immediate vicinity of the antenna or by the attenuation of the radiation through the building envelope (concrete ceilings)

However, this does not prevent the lawyers of the mobile operators or the economic politicians from proclaiming loudly for years that Switzerland has ten times more stringent limits than the rest of Europe.

This makes it clear that there is nothing left to "tinker" with regarding the Swiss installation limit values, unless you want the worst limits in Europe or possibly the whole world.

5) 5G: 100 times more data at 100 times higher speed. What is there against it?

5.1 Physical laws that neither Federal Councillors nor federal judges can change
The mobile telephony providers promise 100 times more data at 100 times the speed.  UMTS (3G) is still required with signal widths of 5MHz.  LTE, (4G) already consumes signal widths of 20MHz. If the insane promises of 100 times more data at 100 times higher speed are to be met, there is no other way than to aim for signal widths of at least 2 gigahertz. Signals with such widths are only available in frequency bands somewhere between 10 and 100 gigahertz. These are wavelengths between 30 and 3 mm.

5.2 The biggest obstacle is concealed
That is, the extremely short 5G waves, are unable to penetrate house walls.
The wavelength in meters pays off, as is known, 300 / f in MHz. That would be at 30GHz = 300 / 30'000 = 0.01m or 10mm. Or at a frequency of 100GHz still 3mm. 

A rule of thumb says: If the wavelength is shorter than the thickness of a wall, the radiation does not penetrate the wall anymore. In other words, with this type of radiation you can no longer penetrate houses. That's why the mobile telecommunications are all so keen on the 800MHz frequencies since we have wavelengths of 37cm and these penetrate even the thickest walls with low power levels.

How do the 5G mobile workers want to solve this problem? Very simple, with more power. This means that mobile phone antennas for 5G must send at least 10 times the power which means, measured in V/m (volts per meter), in residential areas at least three times the current radiation values. Since that is hardly enough, you also want to create thousands of additional mobile antennas. Philipp Horisberger, Deputy Director of the Federal Office of Communications (OFCOM) speaks in an interview with Netzwoche.ch of an antenna at least every 150m (!) That makes almost 100 radiating mobile antennas per square kilometer. 

What an antenna forest and sea of radiation!
Swisscom CEO Urs Schäppi also speaks in the Sunday press of many additional small antennas necessary to operate 5G. 

What Schäppi does not say is that the dimensions of a mobile phone antenna today say nothing about the radiated power. The miniaturization of electronics has not stopped in the antenna industry. In one antenna from which a single radiofrequency was radiated 15 years ago, we find placed in the same group of houses, 5 antennas for 5 different frequencies.

5.3 And where is health? 
What do we know about health effects of such high frequencies with such short wavelengths? Answer: NOTHING. 

There are justified fears.  Because the human skin hardly lets the 3mm waves of 5G mobile phones through, but completely absorbs the "gauze-like" energy, Swiss doctors are worried about environmental protection and, more recently, the FMH [Swiss Federation of Doctors], is worried about a large increase in skin cancer.

This is evident from the statistical surveys of the Federal Statistical Office. The survey results remained completely unchanged from 2010 to 2015 despite massive, often unfair propaganda maneuvers of mobile operators costing millions. 

It can no longer be tolerated that 4.3 million Swiss citizens continue to be insulted and ridiculed by the authorities, cell phone companies and their accomplices as phobic, mentally disturbed people, imaginary patients or even insurance fraudsters. 

The topic is of the highest public interest and requires a very serious, neutral processing and not the copying of party allegations of mobile operators and their lawyers.

7) Well over 180 signatory scientists and physicians from 36 countries, recommend a moratorium on the expansion of the fifth generation for telecommunications

This, until potential risks to human health and the environment have been fully explored by industry-independent scientists. 

5G will greatly increase exposure to high-frequency electromagnetic fields (RF-EMF) by adding to GSM, UMTS, LTE, WLAN, etc., which are already used for telecommunications.
