A proposal to ban weather-modification projects that have been denounced by some conspiracy theorists as “chemtrails” has been approved by the Florida Senate.

The measure (SB 56), sponsored by Miami Republican Ileana Garcia, would prohibit the injection, release, or dispersion of any means of a chemical, chemical compound, substance, or apparatus into the atmosphere for the purpose of affecting the climate.

Any person or corporation who conducts such geoengineering or weather modification activity would be subject to a third-degree felony charge, with fines up to $100,000. If an aircraft operator or controller commits a third-degree felony, they could be subject to a fine up to $5,000 and up to five years in prison.

“There is a lot of unauthorized activity that is currently not regulated both at a federal and a state level, and this is where we wanted to start,” Garcia told members of the Senate. “This is how we are trying to create a method to the madness by creating a reporting mechanism that starts with complaints to the Department of Environmental Protection [DEP] with complaints and concerns and then also at our local state airports.”

Distinguished Federal Councilors,

Although this letter addresses particularly issues related to the Swiss Federal Department in charge of Environment, Transport, Energy and Communication, currently held by the right-wing Swiss People’s Party, the letter is, indeed, directed at the Collective Federal Council, responsible for decisions in unanimity.

The letter concerns three major topics:

Geo-engineering and Chemtrails: Suffolk County, Long Island (Update 24 May 2024)

UPDATE (19 November 2014):  The spraying goes on. During a recent stay in Nassau County on Long Island, I saw chemtrails in the sky on several occasions.  View this video of the public hearing on Long Island, 11 December 2011 "Legislation to Ban Chemtrails gets Huge Public Support".  The video was posted on the Facebook Page:  Plea to Erin Brockovich for Legal Action against Chemtrails.  Yesterday, I viewed the Italian documentary, "Chemtrails:  The Secret War" which now has French subtitles.  I would ask advocates to explore the possibility of providing English subtitles to this excellent film.


Chemtrails is not a subject I would have thought of researching until I came across an article about a government meeting last December in Riverhead, Suffolk County, Long Island, New York, which is the county adjacent to Nassau where my parents lived for over 40 years. On 6 December 2011, the Suffolk County government held a public hearing on a proposal to ban aerial spraying of aluminum oxide, barium, sulfur, and other elements into the air over the county without first filing an Environmental Impact Statement with and receiving approval from the county’s Department of Health Services. Aerosol spraying operations for agriculture, and for Lyme disease, Eastern equine encephalitis (EEE), West Nile virus (WNV), and other disease vector control operations were to be exempted from the proposed ban.

Google et al are now censoring far too much truthful information e.g. on the potential harm of radiofrequency radiation. Powerful state and corporate entities that are financially influenced by Bill Gates, are using the current crisis to remove basic rights, and to intensify pressures to promote vaccines and surveillance. Robert F. Kennedy, Jr. wrote last week about Malibu police’s ticketing Point Dume surfers $1,000 apiece for using the ocean during the quarantine. Was this merely an appalling police judgment at which we will laugh post-quarantine? Or does anyone else feel that this is the first wave of compliance and obedience training for something more permanent? Are powerful state and corporate entities using the current crisis to remove basic rights, and intensify pressures to promote vaccines and surveillance? Does anyone else feel the suffocating darkness of tyranny descending on our nation? And finally, does anyone share my dread that Bill Gates—and his long-time associate Tony Fauci—will somehow be running our Brave New World?

After reading what the State of Rhode Island is doing about handling and/or dealing with “geoengineering,” everyone may want to move there, I would imagine. However, the other recourse is for everyone to have the same type of bill/legislation introduced in to their respective states by numerous members, preferably bi-partisan sponsorship, of their state legislature.

One well-informed Rhode Island state legislator, Representative Justin Price, introduced “The Geoengineering Act of 2017” [H6011] to be amended on to Title 23 of the General Laws titled “Health and Safety.”

The legislative intent of the bill is

(a) “Geoengineering” is defined herein as the intentional manipulation of the environment, involving nuclear, biological, chemical, electromagnetic and/or other physical-agent activities that effect changes to earth’s atmosphere and/or surface.

Lately, we have noticed more and more "chemtrails" in the skies over Geneva. So much so, that we wrote the following opinion piece, published in the Tribune de Genève on 8 July. One "doubting Thomas" or should we say, "troll", phoned us to challenge the opinion, saying these were only condensation trails from planes, that special weather conditions were causing these to linger in the skies, and the newer reactors produced such trails. This person also does not believe that electromagnetic radiation emitted by wireless technologies may cause adverse health effects.

For some time, on fair-weather days, we notice airplanes leaving vast white trails in the sky. Afterwards, the sky becomes white, gray, temperatures fall and sometimes, it rains. Are these planes spraying chemical substances? Who owns these planes? We fear the substances being sprayed are harmful to man and the environment. Agrochemical companies like Monsanto are developing GMOs resistant to these chemical substances, aluminum, for example, which affects the quality of the soil.

No longer dismissed as “conspiracy theory nonsense,” Rhode Island’s general assembly is concerned enough that geoengineering, or “intentional manipulation of the environment,” involves “hazardous activities that can harm human health and safety, the environment, and the economy . . .” that they passed a bill to regulate all geoengineering activities.

In late September, Rhode Island became the first state to enact legislation that calls on officials to examine how atmospheric-modification programs, commonly referred to as “geoengineering,” are affecting the Earth. The measure in question is the Geoengineering Act of 2017 (H. 6011), which was introduced by state Rep. Justin Price (R) earlier this year.

“The Rhode Island general assembly finds that geoengineering encompasses many technologies and methods involving hazardous activities that can harm human health and safety, the environment, and the economy of the state of Rhode Island. . .. It is therefore the intention of the Rhode Island general assembly to regulate all geoengineering activities,” the bill says.

It’s really amazing how many people are waking up to the fact that “chemtrails” are different from “con-trails.” What was once considered a conspiracy to many is now a fact, chemicals are constantly sprayed into our atmosphere and have been for quite some time now.

Not long ago, NASA personnel gave a lecture (that was also streamed live) at their Jet Propulsion Laboratory at the California Institute of Technology. It was a series of talks by scientists and engineers exploring the topic of Geoengineering and Climate Intervention. (1)
