The World Health Organization (WHO) has announced the 21 experts selected for the Task Group on Radiofrequency Fields and Health Risks. These individuals are responsible for examining ten research reviews and making recommendations for the WHO Environmental Health Criteria (EHC) Monograph on Radio Frequency (RF) Fields and Health Risks to be published in 2023.

The list of 21 experts selected by the WHO for the Task Group on Radiofrequency Fields and Health Risks appears below along with information I compiled regarding task group members' EMF publications and affiliations with ICNIRP, the self-selected group that recommends RF exposure limits which are promoted by the WHO.

Eleven of the 21 individuals have current or past affiliations with ICNIRP. Most of the other individuals have published or presented papers defending ICNIRP's RF exposure limits. A recent study found that ICNIRP heavily cites its own members' research and that of their close colleagues to support the ICNIRP exposure limits (Nordhagen and Flydal, 2022).

On November 23, Elisabete Weiderpass, the Director of the International Agency for Research on Cancer (IARC), revealed that a new assessment of the evidence linking radiofrequency (RF) radiation to cancer would likely take place in early 2024. A formal decision could come within a few months.

Calls for a new IARC evaluation have been mounting for some years following the release of two large animal studies showing elevated tumor counts after lifelong exposure to RF radiation. Many believe that the animal experiments leave the Agency little choice but to increase the cancer risk classification at least one notch to “probable” from the current “possible,” or perhaps to its highest classification, a known human carcinogen.1

But, as Weiderpass made clear on making the announcement at a conference in Paris,2 the RF–cancer risk might instead be downgraded and the “possible” classification removed.

The stakes are high. RF health concerns have long been on the back burner, a situation made possible by industry-friendly exposure standards that discount cancer risk. An upgrade would most probably change all that. The ongoing siting of hundreds of thousands of new 5G antennas would add fuel to the fire.

In a press release dated December 7, 2022, the French National Agency of Frequencies (ANFR) publishes the SAR measurements it carried out in 2021 with a one-year lag. The agency’s database, which we obliged it to make public in 2018 by legal means, currently includes 862 test reports, carried out between 2012 and 2022.

More tests, but incomplete ones and not protecting health

141 mobile phones were therefore checked in 2021 – compared to 95 the previous year –, which our NGO, from whose came the alert and the first sanctions against the manufacturers, welcomes. However, we note with regret that the head SAR has only been measured for 14 of them (10%), which is totally insufficient.

ON December 13, Michael Mansfield QC will lead a case at the Royal Courts of Justice in London against the Government concerning the negative health effects of 5G and other non-ionising (or radio-frequency) radiation. Permission to present this case was granted at the Court of Appeal earlier this year because of Government ‘failure to give adequate information to the public about the risks of 5G and to explain the absence of a process for investigation of any adverse health effects’.

The committee which is tasked to ensure that our health is protected from radio-frequency radiation (RFR), also known as electromagnetic fields (EMFs), is the Committee on Medical Aspects of Radiation in the Environment (COMARE).

I was staggered when they told me two years ago: ‘COMARE has not previously reported on possible health effects from EMFs and at present there are no requests from government departments for the committee to provide advice on this issue.’ Furthermore, their July 2019 minutes reveal that ‘COMARE has not been asked to look at 5G concerns and therefore does not have a 5G strategy’.

In a statement, dated November 23, 2022, the French General Directorate for Competition, Consumer Affairs and Fraud Prevention (DGCCRF) revealed major breaches by distributors of mobile phones and connected devices (the list has not been made public).

Indeed, these companies are required to display on their products, since July 2020, information about the Specific Absorption Rate (SAR) values. This being mandatory on every device emitting electromagnetic waves – not just cell phones, as was the case before.

61% of checked SAR displays, considered as abnormal

However, checks carried out in 2021 by the DGCCRF revealed the absence of display in many cases. Worse, investigators discovered non-compliant displays, some showing a value of zero, which is technically unfeasible.

Thus, 270 institutions out of the 470 visited were considered abnormal, like 61% of the devices checked. The investigation ultimately resulted in 212 warnings, 53 summonses and 8 fines.

“DGCCRF work is essential, insofar as it will force distributors to comply with the law. However, in light of such alarming results, we call on the government to opt for stricter regulations, in order to protect the health of all mobile phone users, both at national and European level.”

In its press release published on the 18th of November, the French National Agency of Frequencies (ANFR) revealed that it detected too important SAR values on two other cell phones. First of them, the Galaxy Z Flip from Samsung, has initially been measured with a trunk SAR of 2.05 W/kg, the regulatory level being fixed at 2 W/kg. It even raised to 3.024 W/kg after the first software update made by the company. A second one has thus been necessary to make the cell phone compliant, the trunk SAR being brought back to 1.04 W/kg. By the way, Samsung has been penalized with a 7,500 euros fine.

On January 13, 2020, Turin’s Court of Appeals confirmed a 2017 decision determining that a former Telecom Italia worker’s acoustic neuroma (a benign tumor in the ear) was caused by his mobile phone use. This is the sixth time that an Italian court has affirmed a causal link between cell phone use and brain tumors, including decisions by the High Court of Italy.

The Appellate court reached its decision after a review of the evidence and after receiving the opinion of two court-appointed experts. The experts referred the court to studies indicating that individuals who speak on their phones for an average of 30 minutes a day for at least 10 years increase their risk of developing head tumors. After considering this evidence, the Appellate court in Turin stated, “There are solid elements to affirm a causal role between the exposure of the person to radiofrequencies from mobile phones and the disease that arose.”

The new panel wants a complete revision of ICNIRP’s guidelines for exposures to radiofrequency (RF) radiation. The researchers are demanding the adoption of more scientifically rigorous standards, which better protect public health and the environment.

“We are calling for an independent evaluation of the limits,” Joel Moskowitz of Berkeley Public Health, an arm of the University of California, told Microwave News. This needs to be done, he said, because ICNIRP’s guidelines are “based on smoke and mirrors.”

"The simple and effective public health notion of 'An ounce of prevention is better than a pound of cure' may conjure up old fashioned. It may arouse intense reactions, with enormous defiance especially from individuals who may be beneficiary of modern promotions. The cellphone and allied wireless communication technologies have shown their direct benefit to people in modern society. However, as for their impact on the radiation health and safety of humans who are subjected unnecessarily to various levels of RF exposure over prolonged durations or even over their lifetime, the jury is still out. Furthermore, there are consistent indications from epidemiological studies and animal investigations that RF exposure is, at least, probably carcinogenic to humans. The principle of ALARA—as low as reasonably achievable—ought to be adopted as a strategy for RF health and safety protection."

There’s a new and weighty authority on the international EMF landscape. It’s the International Commission on the Biological Effects of Electromagnetic Fields (ICBE-EMF), launched on 18 October and it’s raising the bar for standard-setting worldwide.


The new Commission combines a wealth of expertise. It is a multi-disciplinary consortium of scientists, doctors and related professionals who are, or have been, involved with research on the biological and health effects of electromagnetic fields. Its Chairman, Ronald Melnick is an experienced toxicologist who designed the U.S. National Toxicology Program (NTP) long-term study on rats and mice exposed to radiofrequency radiation (RFR) and managed this study for the first 10 years. (The study ultimately found a link between mobile phone radiation and tumours.)

We ask if any test on specific absorption rate (SAR) of electromagnetic radiation from mobile phones, tablets and connected objects on bodies has been carried out. If tests have been carried out, we ask for all test reports to be sent to us and made public.

We advise as many countries as possible to send this letter to their local tele regulators. We will publish their answers.

SAR exceeded for ONEPLUS 7 PRO mobile phone

The ONEPLUS 7 Pro smartphone has been pinned down in a SAR test carried out by the French National Frequency Agency (ANFR). As a reminder, the very limited budget of the French telecoms regulator only allows it to check the compliance of just over one in ten mobile phones sold in France each year.
