We only just discovered the text of the interpellation introduced by National Councilor Mrs. Silva Semadeni in June 2018 which mentions the Phonegate scandal and the importance of notifying users of the risks of exposure to the electromagnetic fields from mobile devices.  A Postulate "Declaration of Non-Ionizing Radiation" was introduced to the National Council on 27 September by Mrs. Semadeni, and discussed on 21 November, when the Federal Council proposed to reject the postulate.  We hope that the newly-appointed Federal Councilor in charge of communications will be more favorable to the postulate.

Electronic devices that can be worn in contact with or close to the body and produce a permanent electromagnetic field are increasingly available on the market: computers, laptops, tablets, headphones, watches or various devices that measure physical activity (pulse, step, etc.). And the phenomenon will continue to intensify (clothing, glasses, virtual reality equipment, etc.). However, users are not always aware of the long-term health risks of these electromagnetic fields (radio waves, magnetic fields, etc.).

A French study (Phonegate scandal) revealed that the specific absorption rate (SAR) values of most mobile phones were respected in optimized laboratory measurements, but not during daily use near the body. The different proceedings won by people with brain tumors related to the professional use of cell phones should invite caution. Insurance companies exclude risks related to electromagnetic fields from their policies, among other things because they have been on the World Health Organization's list of carcinogens for years.

There are three major problems with the SAR laboratory compliance tests: (1) the models, (2) the method, and (3) the limits.

Inadequate Model: SAR Test Dummies Do Not Represent Human Cell Phone Users


SAR is not an adequate metric for understanding a person’s exposure as the test method is not representative of the actual people (from babies to adults) who use cell phones. The SAR test dummy is based upon a large adult male (6’2” tall and 220 pounds) called the Specific Anthropomorphic Mannequin, or SAM. 97% of the population is smaller than the SAM model, meaning that only 3% of cell phone users are represented. Research confirms that radiation absorption into a child’s head can be over two times greater, and absorption into the skull’s bone marrow can be ten times greater than adults.

A new and ongoing study from the National Institutes of Health is testinghow screen time affects children's brains, CBS News reported.

When complete, the study will have followed more than 11,000 children for a decade, monitoring how digital screens like smartphones, video games, and tablets are changing the young brain. 

The first brain scans from the study have been analyzed, and researchers have concluded that children who spend more than seven hours a day on screens experience "premature thinning of the cortex," Gaya Dowling, one of the study's authors, said in an interview with "60 Minutes."


The study also found that children who have more than two hours of screen time a day got lower scores on tests focused on thinking and language skills.

In a new press release published on its website, the French National Frequency Agency (ANFR) announced that it had noted during these controls that the Archos access 50 smartphone exceeded the regulatory thresholds for the trunk Specific Absorption Rate (SAR). Indeed, it was measured at 3.1 W/kg, which represents an overrun of more than 50% of the European regulatory limit value set at 2W/kg.

In accordance with the regulations (Article L43 II bis of the French Post and Electronic Communications Code):

“ANFR has given notice to Archos, the company responsible for marketing this telephone, to take all appropriate measures to put an end to the non-compliance found on equipment currently on the market and those already on the market.”

However, the information procedures for ARCHOS owners are at the very least insufficient or even misleading. Indeed, as indicated in the “update”, there is no mention of exceeding the DAS… and we can easily imagine why. Not seen, not taken!

Over 50% of parents report that regulating their children’s use of digital devices is a “constant battle.” But kids’ struggle to unplug isn’t a failure on their part: tech companies manipulate children to keep them on their devices.

Psychologists working with tech companies use sophisticated techniques aimed at changing behavior — called persuasive design — that make it difficult for users to put their devices down. Because children are more vulnerable than adults, persuasive design contributes to the compulsive use of smartphones and other devices by young people, increasing their risk for emotional and academic problems.

More than 200 psychologists concerned about persuasive design, including leaders in the field like Drs. Mary Pipher, Jean Twenge, and Sherry Turkle, have sent a letter to the American Psychological Association (APA) asking it to take a stand on the issue.

At the hearing before the French Administrative Court on Friday 14 December 2018, the Public Rapporteur presented conclusions aimed at proposing a dismissal of Dr Arazi’s request to communicate the data sheets of the mobile phone control measures tested by the National Frequency Agency (ANFR) in 2015.

The main argument put forward by the Public Rapporteur was to consider the publication on 8 March 2018 on the ANFR Open Data portal as an element satisfying the requests, namely including all the data from the reports signed by the approved laboratories, although the documents containing them are not the original versions of the reports.

Although electrohypersensitivity (EHS) is a detrimental health condition officially acknowledged by the World Health Organisation its characterization as a new pathological disorder remains to be clarified. In a prospective bioclinical study of EHS- and/or multiple chemical sensitivity (MCS) self-reporting patients, we used both ultrasonic cerebral tomosphygmography (UCTS) and transcranial Doppler ultrasonography to measure intracerebral pulsations with the aim to further characterize the brain abnormalities in these patients.

Switzerland: Motion 18.3855: "For a better consideration of health in the mobile telephony sector (II)"

Read here the Federal Council's opinion on this motion (18.3856) which ends with the words, "The motion would unnecessarily restrict the mandate given to the working group charged with analyzing the needs and risks associated with the installation of 5G networks. From the Federal Council's point of view, this motion would run counter to the intended objective" and therefore, the Federal Council proposes to reject the motion. The Federal Council also proposes to reject motion 18.3855 on the same subject, citing the same opinion.

But as we said, there are reasons for hope.  Theo Wirth made this comment on the article, "BR beantwortet Vorstösse": "With Federal Councillor Doris Leuthard, this questionable answer from the Federal Council was to be expected. We hope that the new Federal Councillor [Simonetta Sommaruga] will achieve a more independent assessment of the dangers of electrosmog. Hope dies last."

The Federal Council considers that good mobile phone coverage and access to mobile Internet are essential for Switzerland's economic development. It therefore promotes the digitization of society and the economy and considers that, to achieve this, powerful mobile phone networks (5G) are essential. At the same time, it is necessary to ensure that the health of the population is protected from the harmful effects of radiation resulting from the use of these technologies. In this respect, the Federal Council stresses the importance of the precautionary principle enshrined in the Environmental Protection Act (EPL; SR 814.01).

On 1 December 2017, Dr Arazi personally filed an action against the National Frequency Agency (ANFR) before the Melun Administrative Court. Its objective was to obtain, among other things, the full publication of the test reports carried out by ANFR in 2015. The association created in March 2018 fully supports its President in his dealings with ANFR.

In this context, in March 2018, ANFR decided to publish these reports as well as those prepared previously. However, for each of the reports posted on the Open Data data.anfr.fr website, the following statement appears: “Formatting for publication” with a new date indicating that “Changes” have been made to the original document.

February 16, 2018: I recently came across a document in my files that consists of a review of research from Russia and the Ukraine on microwave radiation that includes frequencies from 30 to 300 GHz.

This range of frequencies from 30 to 300 GHz is called millimetre waves (mm waves) and is the range that is being tested for 5G technology. To my knowledge there is very limited unclassified research available documenting the short-term and long-term biological effects of these high GHz frequencies and because of this, this translation is very valuable.

"When my mother found out there was this rule, she told me it was right for me!" Salma is a schoolgirl in Villeneuve Haut-Lac, one of the ten establishments in canton Vaud where mobile phones have been banned since the start of the school year in September. Its director, Jean-François Theubet, hastened to rectify: "What is not allowed is free use. But the phone can be used under the control of an adult, for example to photograph the result of a science experiment."

In other words: no more devices at recess or between, including when students change buildings. Use is also prohibited while within the school perimeter, between 7:30 a.m. and noon and between 1:00 p.m. and 4:30 p.m. What do the students think about it? We met a grade 11 class (last year of compulsory school) composed of fourteen teenagers, eight girls and six boys aged 14 to 16.
