The NGO Phonegate Alert denounces the repeated failings of the National Frequency Agency (ANFR) to protect the exposure of cell phone users with regard to SAR standards, against the backdrop of the publication by Santé Publique France of alarming figures for the increase in glioblastoma among young people (233% in 20 years). In the face of ANFR’s total lack of response, Phonegate Alert is obliged to appeal directly to the relevant ministers, underlining once again their responsibility to protect public health.
Nearly half the reports not published: ANFR’s unacceptable lack of transparency
Despite repeated letters since November 2022, and multiple appeals via social networks, ANFR remains deaf to Phonegate Alert’s requests for clarification concerning the serious shortcomings in the publication of SAR data on its site open to the public.
Nearly half of the SAR test reports for non-compliant phones (26 out of 57) are missing, including that for the iPhone 12. Once again, with the announcement on March 13, 2025 of the Nokia 110 exceeding the regulatory limit, no data has been put online by ANFR!
What’s more, and just as worrying, ANFR is not fulfilling its obligations by not systematically reporting non-compliant phones to the European ICSMS database.
Ministerial responsibility engaged
The need for transparency is all the more important as several manufacturers have in the past, and some continue to do so, attempted to modify the SAR level during testing procedures, using spyware or maintaining specific software designed to distort the said test. All this is reminiscent of another scandal with similarities, Dieselgate.
Phonegate Alert points out that the French Ministries of the Economy, Industry, Digital Affairs, Health and Ecological Transition have special police powers over cell phone compliance. Their inaction in the face of ANFR’s failings could engage their responsibility.
Phonegate Alert requests: Transparency and Urgent Action
Phonegate Alert calls on ministers to urgently intervene with ANFR in order to, among other things:
- Obtain a response from ANFR to Phonegate Alert’s letters.
- Publish all missing SAR test reports, including that of the iPhone 12.
- Report all non-compliant phones to the European ICSMS
- Communicate the conclusions of the 2019 round table with manufacturers.
- Accelerate controls on connected devices.
